Woolly Beach-heather (Hudsonia tomentosa) looks like 6" (15cm) tall junipers. I loved seeing the little plants holding the dunes together at Crane Beach, in MA. They are in the Cistaceae—the rock-rose family, which is mostly sub-tropical woody plants.
